Job Summary

NATURE OF WORK
Under limited supervision of the Deputy Director of Facilities Management, organizes and leads the activities and operations of Yuma County FAS Division; performs occasional field visits and inspections.; primarily overseeing administrative duties, coordinating schedules and managing operational logistics to ensure efficiency and compliance with departmental policies; this position has countywide responsibilities.
Nature of Work
(Illustrative Only) Organizes and leads the activities and operations of the FAS Division; operates an automated work order system and monitors progress of FAS requests; participates in the development and implementation of departmental policies and procedures; supervises, organizes, schedules and assigns FAS staff; receives, prioritizes and coordinates response to work orders; monitors progress of FAS assignments; develops, updates and evaluates work and/or safety standards, policies and procedures by inspecting the quality of FAS services in County facilities; trains and evaluates the performance of assigned staff; interviews and selects employees and recommends disciplinary actions and termination; coordinates, prioritizes and assigns work to FAS staff; ensures servicing and availability of a variety of equipment, hand and power tools; maintains inventory of frequently used supplies and hardware; orders supplies as required; estimates materials, tools and equipment needed for work assignments; orders and coordinates pick up of materials and supplies from outside vendors as appropriate; prepares cost estimates for jobs; makes field checks of facilities and other assigned areas to maintain standards of work performance and satisfactory work progress; ensures quality and scope of all completed work; inspects and secures County facilities after repairs or service; determines work schedules and authorizes leave, ensuring adequate coverage of assigned areas; investigates complaints, works with County personnel to revise procedures and schedules to improve service; keeps supervisor abreast of changes, developments, recommendations and improvements; prepares and maintains a variety of reports, records and files related to personnel and assigned activities; meets regularly with staff to discuss and resolve priorities, workload, resource allocation, equipment and technical issues; acts as FAS subject-matter expert, participating in planning and making recommendations for County projects, providing input on changes to preventive maintenance schedules, and annual service agreements; may be required to respond to emergency service calls after normal work hours, according to department policy; manages FAS Division budget, as assigned; adheres to safety procedures in work areas and in performance of work assignments; promotes a culture of safety; operates a motor vehicle to reach various job sites in order to facilitate operations; regular and reliable attendance is required; performs related duties and responsibilities as assigned.
Experience and Education
Associate’s Degree in Electronics, Electrical, Engineering, Industrial Security or related field and four (4) years of experience in industrial electronic security work, including two (2) years of supervisory experience and one (1) year of project management experience; OR an equivalent combination of education and experience. Must possess and maintain a valid Arizona driver’s license; County: Requires successful completion of a background check.; Sheriffs Must successfully pass a background check to the satisfaction of the Yuma County Sheriff’s Department; special recommendations: Certified Fiber Optics Installer.
Knowledge, Skills And Abilities
Knowledge of Yuma County policies and procedures; surveillance cameras, security, alarms, intercoms and access control systems, including correctional facilities requirements; low-voltage and communication wire installation; commercial fire safety code, policies and procedures; occupational hazards and safety precautions; Uniform Building Code; ordering and storing a variety of materials and equipment.
Skill in maintaining safety standards; communicating clearly and concisely, both orally and in writing; assigning work to teams, training personnel, monitoring their performance, correcting deficiencies and supervising personnel; effective organizational processes, problem solving and time management; reading blueprints, specifications and sketches; using practical mathematics; test instruments related to the trade; the use of tools, equipment and materials common to the trade; effectively utilizing computer systems and application software; inspecting the quality of work performed and resolving technical problems; maintaining complete and accurate records, and preparing clear and concise reports; establishing and maintaining effective working relationships.
Ability to bend, kneel, squat, pull and push on a repeated basis; lift 30 or more pounds; communicate effectively verbally and in writing; follow written and verbal instructions; train and supervise personnel to accomplish assigned tasks; work in varying extreme weather conditions; recognize hazardous conditions and react appropriately; develop, evaluate and analyze operational policies and procedures; establish and maintain effective working relationships with employees, other agencies and the public; read, write and analyze data and reports; speak effectively to large groups and public bodies; to perform the essential functions of the job specifications with or without a reasonable accommodation.
Work Environment
While performing the duties of this job, the employee is regularly required to sit, stand and walk, to go up and down stairs, to climb ladders, carry objects, reach above the head, and bend and reach below the waist. The employee must frequently lift and/or move up to thirty (30) or more pounds. This position requires accurate perceiving of sound, near and far vision, and depth perception; the employee must be able to work extended hours outdoors in a variety of weather conditions.

Medical Coverage Category
The YCEBT is a self-funded medical plan administered by BlueCross BlueShield of Arizona (BCBSAZ). The employee is able to select from three (3) medical plan options with six (6) tiers that will best suit the employee’s needs, dependents or families.
Plan Option 1: Preferred Provider Option A (PPO) or PPO A 1100 deductible. Employees who participate in the “Wellness Incentive” will receive a $30 monthly premium reduction by completing three steps.
Plan Option 2: Preferred Provider Option B (PPO) or PPO B 1,500 deductible. Employees who participate in the “Wellness Incentive” will receive a $30 monthly premium reduction by completing three steps.
Plan Option 3: High Deductible High Plan – Health Savings Account (HDHP-HSA) with a 1700 deductible. Employees who participate in the “ Wellness Incentive” will receive a $30 monthly premium reduction by completing three steps.
Employer contributes a total of $800.04 to employees Health Savings Account. If employees select Employee only and participate in the “ Wellness Incentive” employees can receive up to 360.00 contribution to a Limited Purpose FSA card to be used for medical or dental purposes.
Southwest Service Administrator (SSA) Mexico PPO Health Plan: SSA is available to employees who are enrolled in YCEBT Medical PPO Plan A and PPO Plan B. The SSA Plan pays 100% of hospital, medical, laboratory and prescription drug benefits, to a maximum of $5,000 per person per calendar year ($10,000 for two or more family members).
