Summary

Responsible for providing executive level support to the Fire Chief, supervising the Administration staff, providing the Department with routine administrative and operational support, performing delegated tasks, and completing special projects.

Essential Job Functions

Essential Functions and Other Important Duties

* Responsible for the development, implementation and ongoing management of the Fire Administration, Fire Operations and Fire Prevention budgets; prepares and presents the annual budget, administers the Department’s general fund and revenue funds; assists managers in monitoring and analyzing program budgets; forecasts, prioritizes, and recommends funding levels for operational programs and capital improvement projects.
* Supervises Fire Administration Section including the Emergency Medical Services Billing Program; evaluates the performance of staff; interviews and selects employees for vacancies; recommends transfers, reassignments, terminations and disciplinary actions; plans, coordinates and facilitates employee training and development.
* Oversees the performance activities of three external billing and debt collection service providers; holds the legal authority of Practice Manager for the Medicaid and Medicare program contracts; manages the Texas Ambulance Supplemental Payment Program reporting.
* Oversees the procurement of services and supplies for the Department; ensures the adherence to procurement policies, and approves purchase requisitions up to $24,000.
* Acts as the primary contract administrator for the Department, prepares contract solicitation documents, including three- to five-year revenue and expenditure forecasts, contract specifications and scopes of work for the development of bids.
* Manages and oversees complex projects, including technology, analysis and evaluations: prepares written reports as requested; conducts surveys and presents data as needed.
* Manages the timely preparation and delivery of high quality correspondences to the Chief, Division Chiefs, City administration, City Council, residents and other customers.
* Responsible for reporting the Department’s Key Focus Areas and Key Action Steps of the Strategic Plan to City administration.
* Supports the Fire Chief in the development, coordination and reporting of Key Performance Indicators to the Department.
* Represents the Department on committees and boards; attend City Council meetings.
* Demonstrates continuous effort to improve operations, decrease turnaround, and deliver seamless customer service
* May act as liaison with local and/or state agencies; may represent or act as liaison with organizational and community groups
* Participates in Emergency Operations Center activities as assigned.
* Maintains regular and punctual on-site attendance

Additional Duties:

* Investigates customer complaints, analyzes findings and takes action when necessary; makes appropriate referral to Department sections for resolution.
* Researches, prepares and submits grant proposals; seeks supplemental sources of funding; ensures adherence to City procedures for outside funding.
* Participates in meetings with civic and services organizations and otherwise promotes good public community relations and neighborhood service delivery
* Performs other duties as assigned

Job Requirements

Minimum Qualifications/Acceptable Equivalency

* Bachelor’s degree in business, public administration, or related public safety administration field and four years of progressively responsible administrative experience, including such areas as budget preparation, data gathering and analysis, grant preparation, and report writing;

OR

* Any combination of related education, experience, certifications and licenses that will result in a candidate successfully performing the essential functions of the job

Preferences:

* Past Municipal experience in a fire department
* Payroll experience or knowledge of a 56-hour work schedule
* Proficient in use of personal computers especially Microsoft Office, JD Edwards and Spreadsheet Server
* Proficient in use of publishing applications such as Microsoft Publisher or Mac Pages
* Experience in grant preparation, submittal and implementation
* Bilingual in Spanish and English

Conditions of Employment:

* Must be able to work outside of regular business hours as required
